Historic land resurvey hijacked.. YS Jagan exposes Naidu’s Credit Chori

Former Chief Minister and YSR Congress Party President Y.S. Jagan Mohan Reddy on Thursday launched a scathing attack on Telugu Desam Party chief N. Chandrababu Naidu, accusing him of shamelessly stealing credit for Andhra Pradesh’s historic comprehensive land resurvey while having no role whatsoever in building the system. Addressing a media conference at the YSRCP central office in Tadepalli, YS Jagan said his government never thrived on propaganda like Chandrababu, but instead created permanent, technology-driven systems that empowered farmers, resolved land disputes, and delivered tamper-proof land records. He asserted that the comprehensive land resurvey undertaken by his government was nothing short of a “Maha Yajna”, a once-in-a-century reform aimed at giving people clear, secure, and government-guaranteed land titles.

Historic Resurvey: A Reform After 100 Years

YS Jagan recalled that Andhra Pradesh launched the comprehensive resurvey on December 21, 2020, nearly 100 years after the last scientific survey conducted during British rule in 1923.

“We went deeper than any government ever imagined,” he said, explaining that the resurvey was not limited to measurement but extended to updating all land records, resolving disputes, correcting historical errors, and issuing clear titles with government backing.

He said all records were digitised, secured in multiple formats, protected against tampering, and integrated with automatic mutation, subdivision, real-time alerts, QR codes, geo-tagging, and village-level registrations.

“That is why this was not a scheme. It was a mission,” he said.

Every Step a Record, Every Effort Unprecedented

Calling the programme a never-before, never-again reform, YS Jagan detailed the massive institutional machinery built by his government:

  • 15,000 village secretariats – a first-of-its-kind grassroots governance system
  • Nearly 10 employees in every secretariat
  • 1.34 lakh government recruitments – an unmatched record
  • Around 40,000 trained surveyors and digital assistants deployed exclusively for resurvey

He said an MoU was signed with the Survey of India on December 9, 2020, bringing global-grade expertise to Andhra Pradesh.

The government installed:

  • 70+ CORS stations,
  • 3,640 GNSS receivers,
  • high-precision GPS systems,
  • 2 aircraft, 4 helicopters, and over 200 high-end drones,
  • and conducted 70+ large-scale training programmes.

“Crores of survey stones were transported to villages. Measurements were taken with accuracy up to 5 centimetres. For dispute resolution, 1,358 mobile magistrates were appointed at mandal level. Justice was taken to people’s doorsteps,” he said.

Deep Monitoring, Highest-Level Reviews

YS Jagan said the programme was reviewed continuously at the highest level, including a crucial review on March 31, 2022, where strict directions were given to ensure zero tampering of pattadar passbooks and continuous updating of physical records.

“We did not run this from air-conditioned rooms. We went into the deepest layers of land governance,” he said.

Major Progress Achieved Before Elections

He said that during the YSRCP government’s tenure:

  • Drone survey was completed statewide.
  • ORI maps were generated and supplied to all districts.
  • Out of 17,461 revenue villages, resurvey was fully completed in about 6,800 villages.
  • Nearly 30 lakh farmers received high-quality pattadar passbooks with QR codes, geo-tagging, coordinates, and unique land parcel numbers.

“By simply scanning the QR code, farmers could see their full land details on their phones,” he said.

Old vs New Passbooks: A World of Difference

Highlighting the contrast, YS Jagan said old passbooks were handwritten and vague, with no coordinates, geo-tagging, or unique land identity.

“The new passbooks we issued carried subdivisions, mutations, ULPIN, geo-coordinates, precise measurements, and tamper-proof features. That is the difference between governance and gimmicks,” he said.

National Recognition for AP’s Resurvey

YS Jagan said the programme was widely appreciated:

  • NITI Aayog praised the initiative.
  • States like Kerala, Uttarakhand, Maharashtra, and Assam studied Andhra Pradesh’s model.
  • Former Survey of India Director S.V. Singh publicly commended AP’s resurvey, calling it one of the most advanced in the country.

Propaganda Before Polls, Panic Campaign Against Farmers

He accused Chandrababu Naidu and sections of yellow media of running a fear campaign before elections, publishing full-page advertisements claiming people would lose their lands and arranging mass IVR calls to frighten farmers.

“He may have gained temporary political advantage, but truth cannot be buried forever,” YS Jagan said.

Credit Theft and Political U-Turn

YS Jagan alleged that after coming to power, Chandrababu Naidu took pattadar passbooks from farmers, merely changed their colour, and redistributed them while claiming credit for the entire resurvey.

He said Chandrababu is now attempting to appropriate even the Rs. 400 crore Central incentive and falsely claiming he introduced QR codes and reforms.

“The Centre itself told Parliament on December 20, 2023 that Andhra Pradesh achieved Platinum grading in resurvey. The incentive was sanctioned later, but the work was ours,” he asserted.

Destroying the System, Not Reforming It

YS Jagan alleged that the present government is:

  • Erasing engravings on survey stones at public expense,
  • Removing survey stones altogether,
  • Shutting down registrations at village secretariats,
  • Publishing defective passbooks, forcing people to pay bribes for corrections.

“How can you conduct a resurvey without survey stones? Without unique markers, anyone can alter boundaries. This is not reform. This is sabotage,” he said.

Land Reforms Beyond Resurvey

He said the YSRCP government also freed lakhs of acres from the prohibited 22-A list, restoring rights to over 20 lakh poor and farmers, regularising assigned lands, dotted lands, conditional lands, and inam lands.

He added that Chandrababu never distributed land to the poor, whereas the YSRCP government distributed:

  • 46,463 acres to 42,307 farmers, and
  • 3.26 lakh acres to 1.54 lakh tribal families under RoFR.

On Pinnelli Murder and ‘Red Book Constitution’

Referring to the brutal killing of YSRCP activist Salman in Pinnelli village, YS Jagan said it reflected the dangerous “red book constitution” now prevailing.

He alleged that nearly 300 YSRCP families were forced to flee the village and that even Salman’s funeral was obstructed.

“We will fight legally, approach the NHRC, and ensure justice. This culture of political terror is not acceptable,” he said.

Coalition Government Corruption

Responding to media questions, YS Jagan accused the coalition of:

  • Casino-style gambling during Sankranti,
  • Belt shops, adulterated liquor, and price extortion,
  • Massive corruption in Amaravati construction works,
  • Inflated costs touching Rs. 13,000 per square foot.
