Launching a scathing attack on the Chandrababu Naidu government over the DSC-2025 recruitment process, former Chief Minister and YSRCP President Y.S. Jagan Mohan Reddy alleged that the entire recruitment exercise had been reduced into a “massive scam” marked by question paper leaks, manipulation of merit lists, abuse of the Sports Quota, and systematic denial of justice to deserving candidates. Addressing a press conference on Thursday, YS Jagan said the revelations emerging from the DSC process were “deeply shocking” and accused the government of betraying the trust of lakhs of unemployed youth while destroying the future of meritorious aspirants through corruption and manipulation.
‘DSC represents the dreams of Lakhs of Youth’
YS Jagan said DSC is not merely a recruitment process but represents the hopes and future of lakhs of unemployed youth.
He termed corruption and irregularities in such an important recruitment exercise as “highly condemnable” and alleged that the Chandrababu government had converted a sacred public recruitment process into a platform for scams.
He remarked that if falsehood, deceit, betrayal, backstabbing, and scams were dressed in a shirt and trousers, “that would be Chandrababu,” adding that the same pattern was visible throughout Chandrababu Naidu’s political career, his election promises, and the present teacher recruitment process.
‘Mega DSC is a repackaged recruitment’
YS Jagan alleged that the so-called Mega DSC was itself built on deception. He said the previous YSRCP government had already issued a notification for 6,100 teacher posts, but after assuming office, the Chandrababu government cancelled that recruitment process and delayed appointments.
Later, by merely adding those 6,100 vacancies to the 16,000 newly notified posts, the government branded the exercise as “Mega DSC” and projected it as a historic achievement. “How can you issue yourself a self-certificate?” he asked, asserting that the real record belonged to the YSRCP government, which recruited 1.30 lakh employees in a single year through a single notification.
YSRCP recruitment model as benchmark
Recalling the recruitment process undertaken by his government, YS Jagan said that after taking oath as Chief Minister on May 30, 2019, a Government Order was issued within 50 days, followed by notifications, receipt of applications, examinations at 2,800 centres with participation from nearly 19 lakh candidates, and completion of the entire process by October 2. He claimed that 1.30 lakh permanent government jobs were filled without a single irregularity, adding that those employees continue to deliver services to citizens in their own villages. Contrasting that process with the present recruitment, he questioned how thousands of candidates were now in distress and alleging manipulation and malpractice.
‘Confidential Examination process deliberately compromised’
YS Jagan alleged that every competitive examination requires absolute confidentiality in question paper preparation, uploading, and digital management. He pointed out that while SCERT prepares the DSC question papers and the DSC Convenor is responsible for conducting the examination, the government sidelined the DSC Convenor and entrusted both responsibilities to the Director of SCERT. According to him, concentrating both functions in a single authority destroyed transparency and deliberately created conditions for irregularities. He further stated that highly confidential work relating to preparation and uploading of question papers was entrusted to outsourcing and contract employees despite knowing the risks involved.
‘Outsourcing employee secured top rank
Highlighting one of the alleged irregularities, YS Jagan claimed that an outsourcing employee involved in the examination process secured First Rank in Social Studies in Krishna District and Sixth Rank in Zone-II in the TGT Telugu examination. “When the very person involved in examination management secures top ranks in the same examination, is this not direct evidence of a massive scam? Is this not a question paper leak? Does this not warrant a CBI investigation?” he asked. He further questioned why, if the government genuinely believed the candidate had secured the rank on merit, the candidate was not appointed. He asked why the candidate’s ID was concealed, why his data was allegedly erased, why his name was removed from the merit list, and why no call letter was issued. According to him, entrusting sensitive responsibilities to outsourcing employees, denying appointment to the same employee after securing top rank, and subsequently deleting his records together point towards a deliberate cover-up of a paper leak.
Questions raised over Merit Lists and transparency
Rejecting the government’s explanation that the candidate failed to attend certificate verification, YS Jagan argued that when a candidate’s name had been removed from the merit list and no call letter was issued, it was impossible for him to attend verification. He questioned why a First Rank holder aspiring for a government teaching post would voluntarily skip certificate verification and asked why the candidate had approached the High Court if the government’s version were true. He demanded answers on who prepared the question papers, who had digital access, how many people accessed the leaked papers, and how much money changed hands, reiterating his demand for a CBI investigation.
‘No Faith in Institutions under CBN govt’
YS Jagan alleged that Chandrababu Naidu exercises complete control over the State machinery, stating that “he himself is the police, the lawyer, the authority issuing instructions, and the supervising authority.” He argued that under such circumstances, an impartial investigation was impossible, particularly when the Education Minister is Chandrababu Naidu’s own son. Questioning public confidence in institutions, he asked how truth and justice could emerge under such conditions.
‘Merit Lists Hidden, Results Shrouded in Secrecy’
Comparing DSC with the UPSC Civil Services Examination, YS Jagan said competitive examination results are ordinarily declared with complete transparency through publication of detailed merit lists.
However, in the DSC recruitment process, he alleged that merit lists, marks, ranks, and cut-off scores were never made public and that only selected candidates received messages.
He questioned where the transparency was and said the process carried “the unmistakable stench of a scam.”
Centralisation of DSC process raises questions
He pointed out that DSC stands for District Selection Committee and is intended to function under the supervision of District Collectors. Yet, according to him, merit lists and cut-off lists were never displayed in Collector offices as was the established practice in previous DSC recruitments. Instead, he stated that the entire process was centralised, with repeated modifications made in the online system while candidates were sent back and forth between Collector offices and the Education Department without receiving any answers.
‘1:1 call Letters but No appointments’
One of the gravest irregularities, according to YS Jagan, involved issuance of call letters on a 1:1 basis. He said candidates were called for certificate verification on the basis of one candidate for one vacancy, but despite successful verification, many were denied appointments. He argued that merit, roster positions, vertical reservations, horizontal reservations, and all category allocations would already have been finalised before issuing 1:1 call letters. If appointments were denied even after successful verification, he asked for whose benefit adjustments were subsequently made and why deserving candidates were deprived of jobs. Calling it betrayal, fraud, exploitation, and a scam, he questioned the government’s claim that issuance of a call letter did not guarantee appointment.
Sports quota turned into ‘Backdoor recruitment mechanism’
YS Jagan stated that the Sports Quota represented another major scam. He claimed that through G.O. Nos. 4 and 47, the government exempted sports quota candidates from writing the DSC examination, creating a backdoor route into government service. After accommodating chosen beneficiaries, he alleged, the policy was changed and the Government Orders withdrawn. He pointed out that earlier recruitment rules required sports quota candidates to compete alongside other candidates and qualify in the examination despite enjoying reservation benefits.
Appointments Without Examination
He alleged that Chandrababu Naidu increased the Sports Quota from 2% to 3% and permitted appointments solely on the basis of sports certificates without requiring candidates to write the DSC examination.
According to him, appointments in subjects such as Hindi, Mathematics, Science, Social Studies, and English were granted without written tests, allegedly after monetary transactions.
He further alleged that some candidates were even granted five years after appointment to acquire the required educational qualification.
Participation certificates instead of Sporting excellence
YS Jagan alleged that genuine sporting excellence was ignored while mere participation certificates became sufficient for securing government jobs.
He claimed appointments were granted on the basis of participation certificates from inter-collegiate, inter-district, and university competitions.
He further alleged that the same authorities who issued these participation certificates were also responsible for verifying them.
National Gold Medalist denied Job
Citing recruitment data, YS Jagan said dozens of appointments were made through disciplines such as Ball Badminton, Kho Kho, Judo, Softball, and Fencing.
He stated that association office-bearers connected to ruling party leaders issued and verified participation certificates.
At the same time, he claimed that National Gold Medalist archer Anigi Durgayya from Polavaram was denied appointment despite receiving a 1:1 call letter.
He described this as an insult to genuine sportspersons and questioned why G.O. Nos. 4 and 47 were later withdrawn if they were legally justified.
270 appointments based merely on Participation
YS Jagan claimed that data showed 270 teacher appointments had been granted merely on the basis of participation in inter-collegiate, inter-district, and inter-university sporting events.
According to him, many of these candidates had won no medals or major tournaments.
He further claimed that 99 appointments arose from inter-collegiate participation alone, with 86 candidates receiving jobs despite having no medals or trophies, while several others under inter-district competitions secured appointments solely for participation.
Video of sale of posts raises Questions
YS Jagan also referred to a video purportedly showing negotiations for Sports Quota teacher posts ranging between ₹15 lakh and ₹20 lakh.
He alleged that the person in the video displayed the Government of Andhra Pradesh emblem on WhatsApp while negotiating with candidates.
According to him, only a token FIR was registered and station bail granted without any meaningful investigation.
He further questioned why the identity linked to the phone number mentioned in the FIR had not been disclosed despite being easily traceable and pointed out that the FIR itself attributed delay in registration to consultations with higher authorities.
He argued that these facts indicated the involvement of influential persons and demanded a thorough investigation.
‘History of Examination Leaks’
YS Jagan alleged that Chandrababu Naidu’s administrative record had repeatedly been marked by examination paper leaks, citing alleged incidents involving Class X examinations, EAMCET, Intermediate examinations, B.Ed. examinations, and now DSC recruitment.
He described the latest controversy as part of a continuing pattern.
Demand for CBI Probe and Promise of Justice
Maintaining that the available evidence justified an independent investigation, YS Jagan reiterated his demand for a CBI probe.
He alleged that because the Education Minister is Chandrababu Naidu’s son, the government would never conduct an impartial inquiry and would instead attempt to suppress criticism through counter-attacks.
He recalled assuring DSC candidates who met him a week ago that he would fight a legal battle on their behalf.
He further announced that if justice was not delivered now, a future YSRCP government would constitute a Commission, undertake a complete re-verification of the recruitment process, ensure justice for aggrieved candidates, and punish those responsible.
Everybody who fights for justice is a “cockroach.”
If a government cannot deliver justice to its youth, then what is the purpose of that government? In a democracy, every citizen has the constitutional right to question those in power when they commit mistakes or fail in their duties. If the response of the government is to silence, crush, or intimidate those who raise questions, then it should remember that millions more voices will emerge. Suppression only strengthens resistance. If speaking for the rights of unemployed youth and demanding transparency makes one a “cockroach,” then crores of people will stand up, and Y.S. Jagan Mohan Reddy will proudly stand among them in the fight for justice and accountability.
Statewide protest rallies announced
YS Jagan announced statewide constituency-level protest rallies under the leadership of the YSR Congress Party against what he described as Chandrababu Naidu’s “two years of betrayal.”
He said the rallies would bring together farmers, women, youth, children, and every section of society that had suffered injustice, while also expressing solidarity with DSC candidates who, according to him, had been denied justice due to the alleged irregularities in the recruitment process.
