Top–1 Revanth, Top–3 Chandrababu

According to the report released by the Association for Democratic Reforms (ADR), the mastermind of the “cash for vote” case and his key disciple have secured top ranks in crime records. Among all Chief Ministers in the country with the highest number of criminal cases, Chandrababu Naidu and his protégé Revanth Reddy stand out. Telangana CM Revanth Reddy is at Top–1, while Andhra Pradesh CM Chandrababu Naidu is at Top–3. Strikingly, Chandrababu also occupies the No.1 position as the richest Chief Minister in India.

Recently, ADR analyzed the criminal records and assets of Chief Ministers from 27 state assemblies and three Union Territories for 2025. The report was released on August 22. It revealed that 42% of all CMs in the country face criminal cases. Telangana CM Revanth Reddy is at the top with 89 cases, Tamil Nadu CM M.K. Stalin is in second place with 42 cases, and Andhra Pradesh CM Chandrababu Naidu stands at third place with 19 cases. Karnataka CM Siddaramaiah is fourth, while Jharkhand CM Hemant Soren (JMM) is fifth. Maharashtra CM Fadnavis is next on the list. ADR mentioned that several other CMs also face multiple cases. Out of all the CMs, 12 (40%) face criminal cases, and 10 (33%) of them face serious charges.

Chandrababu – the Richest CM
Chandrababu has emerged as the richest Chief Minister in the country. According to ADR, out of all CMs, two (7%) are billionaires. The average asset value of a CM in India is Rs. 54.42 crores. Arunachal Pradesh CM Pema Khandu (BJP) with Rs. 332 crores is in second place, followed by Karnataka CM Siddaramaiah (Congress) with Rs. 51 crores. The poorest CMs in terms of assets are Mamata Banerjee, Omar Abdullah, and Pinarayi Vijayan.
Chandrababu’s assets are worth Rs. 931.83 crores – with immovable assets worth Rs. 121.41 crores and movable assets worth Rs. 810.42 crores, as per ADR. The combined assets of the other 29 CMs stand at Rs. 1,632 crores. Even when added together, Chandrababu’s wealth alone is greater than all of them.

Multiple cases are pending against Chandrababu, including Skill Scam, Liquor Scam, Sand Scam, Assigned Lands, IT scams, and more – mostly corruption cases. In both the Skill Scam and Liquor Scam, notings and official files exposed Chandrababu. In 2023, he was arrested in the Skill Scam and later released on bail citing health grounds.
Through the Amaravati project, Chandrababu allegedly swindled thousands of crores. He is accused of misusing assigned lands, handing them over to close aides, and pocketing commissions in crores. He is also accused of accepting bribes in Amaravati construction projects. In fact, his then PA Srinivas gave statements to the ED that were recorded as part of the investigation.

In the Inner Ring Road Scam, Chandrababu allegedly altered the master plan to benefit Minister Narayana, Lingamaneni Ramesh, and Heritage companies, collecting crores. Much of this black money is allegedly invested in Singapore and Heritage Foods. Heritage Foods, established by Chandrababu’s family in 1993, has an annual turnover of Rs. 5,000 crores (as claimed by Chandrababu himself). Even without including Heritage, his declared assets alone stand at Rs. 931 crores.
Chandrababu often claims he doesn’t even own a watch or ring and that his life began with just two acres. But today, with his declared wealth already so high, even TDP leaders whisper that including his benami and family assets, the total may be closer to Rs. 1 lakh crore.

Loot & Lawlessness by MLAs
Following Chandrababu’s example, his Telugu Desam MLAs and leaders have indulged in looting, atrocities, and scams over the past 15 months.
● Sand ramps across the state are being dismantled and sand is illegally transported, filling TDP leaders’ pockets. Earlier, the state treasury earned Rs. 750 crores annually from sand – now all of that is going into TDP pockets.

● Liquor shops are being handed over to TDP leaders under private names, and they are looting Rs. 10–Rs. 30 per bottle as commission.

● Natural resources like soil, mines, quartz, and silica are being plundered indiscriminately.

● Industrialists are being threatened and forced to give commissions and shares to TDP MLAs and ministers.

Recently, Agriculture Minister Atchannaidu pressured AGROS GM Rajamohan through an SD to sanction commissions for machinery contracts. This forced Rajamohan to write a complaint letter to the Chief Secretary, exposing ministerial corruption.

TDP MLA Adimulam was earlier accused of sexually harassing a woman party leader. More recently, MLA Kuna Ravikumar harassed a school principal, while another minister’s illicit activities in Tirupati have created a storm.
